Appellant has not met the residency requirements of OAR 580-010-0030, and he is not an Oregon resident for purposes of tuition at any institution within the Oregon University System.

For what it’s worth, I guess all is not quite lost yet. The letter said I can file a petition with the county’s circuit court within 60 days. I’m going to look into that this week.
